The Spirit of Helsinki then and now

Anlässlich des 50. Jahrestags ihrer Unterzeichnung widmet sich die internationale Konferenz vom 10. bis 13. Juni 2025 der Schlussakte von Helsinki und der Konferenz über Sicherheit und Zusammenarbeit in Europa (KSZE, später OSZE). 

Am historischen Ort der Unterzeichnung im Jahr 1975 bringt die Konferenz internationale Zeitzeuginnen und Zeitzeugen, führende Akteure aus Politik, Diplomatie und Zivilgesellschaft, Wissenschaftlerinnen und Wissenschaftler, Menschenrechtsaktivisten sowie Vertreterinnen und Vertreter religiöser und kirchlicher Gruppen zusammen. Ziel ist es, den KSZE-Prozess und seine Auswirkungen auf Freiheit, Frieden, Sicherheit, Demokratie und Menschenrechte in den vergangenen fünf Jahrzehnten in Europa zu beleuchten und vor dem Hintergrund des russischen Angriffskriegs in Europa und sich verschiebender globalpolitischer Koordinaten zeitgemäß zu bewerten.

In verschiedenen thematischen Blöcken beschäftigt sich die Konferenz mit folgenden zentralen Aspekten:

• Der Rolle der Diplomatie und des Helsinki-Prozesses bei der Gestaltung einer neuen europäischen Friedensordnung nach dem Zweiten Weltkrieg
• Dem Einfluss der Zivilgesellschaft und der „Helsinki-Gruppen“ auf die Förderung von Demokratie und Menschenrechten seit 1975
• Aktuellen Herausforderungen für Freiheit, Sicherheit und Frieden in Europa im Jahr 2025

Neben den wissenschaftlichen Keynotes und Paneldiskussionen widmet sich die Konferenz im Besonderen dem Einfluss von Kunst und Kultur auf die Bürgerrechts- und Oppositionsbewegungen in Ostmitteleuropa und ihrer Wirkmacht für gesellschaftlich-politischen Wandel von 1975 bis heute. Hierzu gibt es ein kulturelles Rahmenprogramm in Zusammenarbeit mit dem Goethe-Institut Finnland und der Deutschen Gemeinde in Finnland. 

Die Konferenz wird in internationaler Kooperation verantwortlich organisiert von:

Weitere lokale und internationale Partner sind u. a. die Botschaften der Unterzeichnerstaaten der Schlussakte von Helsinki in Finnland, die Deutsche Botschaft Helsinki, das Goethe-Institut Finnland sowie die Deutsche Gemeinde in Finnland. 

Konferenzsprache ist Englisch.

English abstract

On the occasion of the 50th anniversary of its signing, the international conference from 10 to 13 June 2025 is dedicated to the Helsinki Final Act and the Conference on Security and Co-operation in Europe (CSCE, later OSCE). 

At the historic site of the signing in 1975, the conference will bring together international contemporary witnesses, leading actors from politics, diplomacy and civil society, academics, human rights activists and representatives of religious and church groups. The aim is to shed light on the CSCE process and its impact on freedom, peace, security, democracy and human rights in Europe over the past five decades and to evaluate it against the backdrop of the Russian war of aggression in Europe and shifting global political coordinates.

The conference will deal with the following central aspects in various thematic blocks:

• The role of diplomacy and the Helsinki Process in shaping a new European peace order after the Second World War
• The influence of civil society and the ‘Helsinki Groups’ on the promotion of democracy and human rights since 1975
• Current challenges for freedom, security and peace in Europe in 2025

In addition to the academic keynotes and panel discussions, the conference will focus in particular on the influence of art and culture on civil rights and opposition movements in Central and Eastern Europe and their impact on socio-political change from 1975 to the present day. There will be a cultural programme in cooperation with the Goethe Institute Finland and the German Congregation in Finland.

Participation in the conference is free. Travel and accommodation costs will not be covered by the organisers.
