Health and safety at work was one of the first areas of government regulation of industrial working conditions. Effective protection of employees from the consequences of working on dangerous machinery and in unsafe buildings had always been a central demand of the labour movement. In communist East Germany, this was reflected in ambitious programmes to promote scientific research into health and safety at work and to implement its findings in state-owned industry – which, as the GDR continued to exist, existed only on paper in the face of technological deterioration and the decline of the planned economy. And yet, after the demise of the GDR, the concept and standards of GDR occupational health and safety had a surprising afterlife: some of them proved to be superior to those of the capitalist Federal Republic. They remained in force – as stipulated in the Unification Treaty – in anticipation of the expected adaptation to EU-wide standards.
