For the socialist bloc, the issue of social security and welfare was of paramount importance. The development of welfare systems in the countries of the socialist bloc reflected changes in the political and economic situation in each country, as well as within the socialist bloc. North Korea was no exception. This paper adds to the ever-growing body of research on welfare in the socialist bloc by tracing the development of the health care system in North Korea from its inception in the second half of the 1940s, through the 1950s and into the 1960s, to the finalisation of the system that would remain in place until the collapse of the socialist bloc. Using recently declassified documents from the former Soviet archives and the North Korean press for a more in-depth study, it examines how changes in the intra-bloc balance of power, the international situation and domestic politics were reflected in the social sphere and, in particular, the health system in North Korea. It argues that during the Cold War, and especially in its early decades, the public health sphere was one of the most important 'mirrors' of changes in the leadership's domestic policies and international posture.
