SED officials were to claim that the elimination of capitalism in the GDR had brought an end to racism. A great deal of research has thoroughly refuted this argument, but relatively little attention has been paid to the role language played in intercultural encounters. This essay uses a linguistic analysis to show that racism against foreign workers in East German society cannot be understood merely as a breach with state-sanctioned discourse on foreigners. Rather, public political discourse itself constructed an imbalance of power between GDR citizens on one hand and labour immigrants on the other, thereby favouring racist and xenophobic thinking. To identify dominant and genre-crossing discursive patterns, the analysis here is based on different types of sources (such as newspaper material, factory reports and petitions), combining discourse analysis with the concept of the public transcript advocated by John Scott.
