This article questions the popular assumption that Mikhail Gorbachev’s Perestroika policy initiated a period of greater freedom and liberal ideas in the USSR. In fact, Gorbachev’s attempted reforms created a conflict-ridden situation in Soviet internal affairs. Reformists inside the Communist Party could join forces with the liberal intelligentsia starting in 1987, but a majority inside the party-state apparatus embraced the status quo or imperial authoritarianism. The article traces the roots of authoritarianism back to the ‘Stagnation’-period of Leonid Brezhnev’s rule that secured the ‘stability of cadres’ and fostered Russian nationalism and repressive politics. It also discusses the societal involvement of the KGB beginning with Yuri Andropov’s tenure. The article gives an overview of the political radicalization during Perestroika and draws attention to the rise of those advocating authoritarian politics who gradually emerged dominant in post-Soviet Russia.
